Yes, it is very safe. However, like most cities in the world, always be aware of your surroundings. Whilst Western European inbound tourism is low, you will be made welcome here. The people of Banja Luka are very hospitable and kind. My wife and I are from the UK, and we often sit in a cafe and watch the world go by. We noticed how family life is so important, and children doing what children do, without parents being afraid for them. We are sure that you will find the same.
Do not discuss the former Yugoslav war or Kosovo. These are still sensitive matters; it was and still is a complicated situation. You obviously would not mean to offend, but as an outsider, if you do discuss it, you will. Even if questioned about your thoughts on what happened (you will most probably never be asked).
If you go on a tour or hiking, keep to paths and marked trails. There are still unexploded bombs, although most have been removed; it is best to be careful.
